There's really no way to guarantee top placement on the search engines without buying advertising. Anyone that guarantees that they can get you to the top page without buying ads is probably pulling your leg.

With hundreds of millions of web sites online, it's getting harder and harder to be found so I'd recommend you hire a professional who knows how to make sites that are search engine ready.

There are some things you can do however to get ranked higher.

Pick 3-5 keyword combinations that you think people would actually type into a search engine to find your product or service
Think about someone who knows absolutely nothing about your web site or company but who wants your product or service. What would they type in to a search site?
Use combinations of words. "roofing companies in Des Moines" is going to get more relevant results than just "roofing" would
Use those combinations as often as you can in the content you write and in your meta tags
Best thing for search engine rankings is to write lots of fresh, relevant content. Keep your website up-to-date
Site maps: generate site maps of the structure of your site & submit to Google, Yahoo & MSN
Get other relevant sites to link to your site. No link farms!
